A passport is one of the most essential documents for international travelers. The number of countries you can visit without needing a visa depends largely on the passport you hold.
The strength of national passports is measured by the Henley Passport Index, an annual ranking that uses data provided by the International Air Transport Association (IATA).
According to CNBC, the index reflects the level of visa-free access to 227 destinations worldwide. The score is calculated based on the percentage of global GDP that passport holders can access without applying for a visa. Henley & Partners, the organization managing the index, explains that a passport earns 1 point if the holder can enter a destination without a visa. Conversely, if a visa or an electronic travel authorization (eVisa) is required prior to departure, the passport scores 0 points.

Henley also incorporates data on global mobility and asset access for each nation’s citizens, factoring in national economic strength. This provides a comprehensive overview of how much influence and access each passport grants its holder.
Below are the top 10 most powerful passports in the world, according to the Henley Index as of September 2024:

Singapore tops the Henley ranking as the country with the most powerful passport in the world. Singaporean passport holders enjoy visa-free access to 195 out of 227 destinations globally.
Currently, over 2.8 million Singaporean passports are in circulation, according to a report by Thales Group, a market research company. However, Thales warns that the high accessibility of Singapore’s passport makes it a prime target for counterfeiters, despite the implementation of biometric measures to prevent fraud.

Many European countries have passports that allow extensive travel freedom, and Germany is among them. Germany ranks second on the Henley Index, with its citizens enjoying visa-free entry to 192 destinations.
Additionally, German citizens benefit from the right to free movement within the European Union (EU), as stipulated in Article 21 of the EU Treaty. This enables Germans to live and work in any EU member state. Other European countries in the ranking also share similar privileges, facilitating easy movement across the region for their citizens.

France holds a high position in the rankings, offering visa-free access to 192 destinations, matching Germany and several other European nations. In October, the European Union will implement the Entry/Exit System (EES), an automated system designed to record information about travelers from non-EU countries, including those with short-term visas and visa-free travelers.
The system aims to streamline the entry process for non-EU visitors, though not everyone is pleased, particularly British travelers. According to Euronews, UK passport holders may experience delays when traveling to Europe once the new system is in place.

Similar to Germany, Spain’s passport holds significant power, allowing visa-free access to 192 out of 227 destinations globally, according to the Henley Index.
As a member of the European Union, Spanish citizens benefit from free movement rights, enabling them to live and work in any EU country under Article 21 of the EU Treaty.
The Spanish passport is highly sought after, with around 75 million Americans potentially eligible for Spanish citizenship through ancestral ties, according to Global Capitalist. This privilege also extends to Filipinos, Portuguese, and Sephardic Jews. However, like France, the upcoming EES system may cause some delays for travelers.

Japan, once the world’s most powerful passport holder, lost its top spot in 2023. However, it regained strength in 2024, now ranking second, offering visa-free access to 192 destinations.
Approximately 85% of countries worldwide accept Japanese passports without visa requirements, making international travel seamless for Japanese citizens. Despite this, international travel rates among Japanese citizens remain relatively low. Nikkei Asia reports that as of 2019, only 23% of Japanese citizens held a passport.

Nordic countries are renowned for their stability, which contributes to the strength of their passports. Finland’s passport exemplifies this, providing visa-free access to 191 destinations, placing it among the top three on the Henley Index.
It is the most powerful passport in the Nordic region, although other countries in the area closely follow. As an EU member, Finland grants its citizens freedom of movement across most of Europe.

Ireland is a popular tourist destination, attracting 11.3 million international visitors in 2019, according to the country’s tourism board. However, it’s not just tourists visiting the Emerald Isle—many Irish citizens frequently travel abroad. The Henley Index ranks the Irish passport among the strongest, allowing visa-free access to 191 out of 227 destinations.
The demand for Irish passports has surged. In 2022, the Irish Department of Foreign Affairs received over 1 million passport applications, setting a new record. This trend continued in 2023, with more than 950,000 new passports issued.

Despite being one of the smallest countries in the world, Luxembourg boasts a remarkably powerful passport, thanks to its wealthy economy.
The Henley Index ranks Luxembourg’s passport among the best, allowing visa-free travel to 191 destinations. The document holds such value that China extended visa-free entry to Luxembourg citizens, despite ongoing economic and political tensions between China and the EU, including issues related to the Ukraine conflict, according to Politico.

New Zealand’s passport provides visa-free access to 190 destinations, making it one of the strongest in the Henley Index rankings.
New Zealand has taken numerous steps to facilitate international travel for its citizens. According to Stuff, New Zealanders can apply for passports from almost anywhere in the world through an advanced online system—one of the first of its kind globally. New Zealand passports also feature biometric technology, ensuring secure personal identity storage within embedded chips.

The United Kingdom’s passport, a document of historical significance, allows visa-free access to 190 destinations, similar to the Irish passport.
The strength of the UK passport partly stems from the country’s colonial legacy. According to Sable International, the UK has shaped immigration and nationality laws across its former territories, allowing many individuals to claim British ancestry. However, following Brexit, UK citizens no longer enjoy the same freedom of movement within the EU as before.
